Does the Privacy Act 1988 apply to APSA?

We have been advised that it is unlikely that the Privacy Act 1988 applies to APSA, as it seems that APSA falls within the exemption provided for small businesses.

However APSA has chosen to voluntarily comply with privacy principles, because it is committed to meeting customer and member expectations about privacy.
